LEAGUE
RULES
These league rules apply equally for both the Scarborough Tuesday
Night Winter Pool League and the Tuesday Night Summer Pool League. They are
designed to assist every player to participate and enjoy playing pool in the two
leagues. Only by the players and teams complying with these rules, both in word
and spirit, can the league function efficiently and
effectively.
Captains should ensure they are fully conversant with the rules
and ensure their team comply fully with the requirements. Any contravention of
these rules will be taken as a disregard for the wellbeing of the league and its
members.
Membership of these leagues are by invitation and as such any
team or individual causing problems could and will have their invitation revoked
and will not be invited back the following season or
year.
MEMBERSHIP:
A - Membership of the league is limited to public houses and
clubs within Scarborough or its immediate surrounding area.
B - Every application for membership (which is by invitation) for
the league will be subject to acceptance by the league committee, who will take
into account:
Accessibility of premises, i.e. regular bus routes or similar.
Suitability of premises, i.e. adequate access around pool table for cues.
Suitability of table and equipment. Condition of table and cues,
availability of a rest and, good lighting.
The table must be between 6ft by 3ft and 7ft by 4ft
Green cloth should be used unless otherwise agreed with the committee
C- Successful applicants will be subject to withdrawal of their
invitation, with no return of fees if:
Premises suitability or table condition is not maintained through the season.
A league fixture is played at a venue other than that indicated
on the fixture list without the committee’s permission.
A league match is played at a time or date other than that
indicated on the fixture list without the leagues permission.
A team or teams are found to be actively involved in any form of
gambling, professionalism or receiving monitory gain through playing in the
league
Any team failing to fulfil two league fixtures during a season
PLAYERS:
A- On acceptance to the league, premises may register a maximum
of two teams (where places available), subject to payment of league fees.
B- Each team can register as many players as they wish, provided that:
A minimum of 6 players are registered at the start of the season.
The full fees have been paid for the players.
All players registered are over 18 years old.
C- Late registrations must be on the late registration forms. The
form and the registration fee must be with the designated results officer by the
Friday of the week registered. Players can play on the night of late
registration if the captain informs the results officer.
D- Players may transfer to another team. The forms must be sent
to the results officer by the Friday of the transfer week. A player may only
transfer once in each half of the season.
E- Players cannot register for Knock outs only (except in mixed double K.O.)
D- Players will be deemed to be cup tied if transferred after the
quarterfinals of the team knockout.
GAMES:
A- Unless specified by the league, games will be played using
Scarborough Pool League Rules.
B- Each match will consist of 6 singles and 3 doubles games.
C- A player may play in one single and one double game only
D- Games will commence at 8pm
E- If a player is not available for the first game by 8:15, the
opposition player can claim the game. If the second player is not in attendance
at 8:30, this can also be claimed. If the team has not arrived by 8:45, the game
can be claimed by the team in attendance.
F- If claiming a game, the team captain must ensure that the card
has been signed by their players and is with the results officer by the
designated time. They will be awarded the game 6 - 0.
G- The captains will toss a coin to decide who breaks first.
Breaks will then be taken alternately.
H- The home team will provide a referee, who will be conversant
with the rules of play. The referee’s decision is final.
I- The card must be signed by all players. It is the
responsibility of the player to check they have signed. If a signature is
missing, that team will be deducted 1 point. If the player won, they will also
lose 1 point and the opposition will be awarded 1 point. If both signatures are
missing the game will be void.
J- Signatures will be checked against player’s signature on file.
If there is a discrepancy, then the same penalty as I above will be incurred.
Furthermore the player and/or the person forging the signature may be
disqualified from the league.
H- Any team playing an unregistered player will incur the same
penalty as in I above, for every game they have played.
L- Result sheets may be completed when players become available
(except in team knockout when the team should be written down before commencing
the game). Once a name is on the sheet, it should not be changed without
agreement of the opposing captain. If there is no player available when a game
is due to be played, the player in attendance can claim the game.
M- Teams will be awarded 1 point per game won
N- Results cards must reach the results officer by 5pm on the
Friday following the game. Any team missing the deadline will be deducted 2
points.
O- Any team arriving for a game with less than 4 players will
cause the game to be void and the rule in F above is used.
P- Any game not completed on the night due to circumstances
beyond the control of the teams must be completed at the same venue within 7
days. The results officer must be informed of the arrangement.
Q- Only 1 game in each half of the season can be cancelled (with
the agreement of the opposition captain). The game must be played within two
weeks or the cancelling team will lose the fixture 6-0. No game can be cancelled
in the last three weeks of the season unless prior agreement is sought from the
committee. Usually the game will be played before the date of the fixture.
R- In knockout competitions it is the responsibility of BOTH
players to make contact to arrange a suitable date to play. Failure to do so
may result in both players being disqualified from the competition.
S- Knockout results must be sent to the competition office no
later than 24 hours after the closing date. If no contact made with the
competition officer, both players may be disqualified.
T- Disputes over knockouts must be registered with the competition
officer before the deadline. Committee decisions on these will be final.
U- To extend deadlines (with agreement of both players),
permission must be received from the competitions officer before the
deadline.
V- To claim a game, the reason must be given to the competition
officer before the deadline.
GENERAL RULES:
A- Any team not completing their fixtures in a season, or any
team expelled from the league, will not be eligible for entering the league the
following season.
B- A player whose team drops out of the league can, at the
committee’s discretion, continue in any knockouts they are still in (unless the
team has been expelled from the league).
C- New teams entering the league will be placed in the lowest
division available, unless they are made up predominantly of players known to
the committee from higher divisions.
D- The Venue, not the team holds the team registration; therefore
if a team leaves a venue, they are deemed to be a new team, unless the venue
decides not to take up their place.
E- At the end of a season, the top two teams in each division
will be promoted. The bottom two teams will be relegated. If there is a tie, a
count back of games won will be done. If still tied, the team which won both
games when they played each other will win. If the teams cannot be separated
then a play-off game will be arranged before the presentation night.
F- In the case of a dispute in a match, one of two actions must
be taken by the captain or player involved:
1. Stop the game and contact a committee member for a decision
2. Agree to continue the game, but register a dispute within 48 hours
If any player or team abandons a game without taking one of the
actions above, they will be deemed to have forfeited the game.
CHANGES TO POOL RULES AGREED MARCH 2012
1. If a team cancels a game in the last 3 games of the season and does not, (A)
Contact the Results Officer prior to the cancelation and (B), Arrange to play
the game before the last game of the season, they will lose the game 6 – 0 and
all players in the team will be fined £5 each. This money to be paid before the
player registration night of the next season. Failure to pay will result in that
player being ineligible to play for any team that season. The £5 collected will
be donated to a charity of the committees choosing.
2. If a team cancel’s a game within 24 hours of the fixture they must (A) contact the
opposition captain, (B) Contact the opponents Landlord and (C) text the results
officer. At the discretion of the opposing captain, the game can be arranged as
in games rule Q, but they have the right to claim the game 6 – 0. However in
either case, if the opposition is the home team, the team cancelling will be
fined £20 to pay for food already produced. The team has 2 weeks to pay the fine
to the Landlord or results officer. If this is not done, they will be suspended
from the league until it is paid. All games during the suspension will be
awarded 6 – 0 to the opposition.
PLAYING RULES:
A- Following the coin toss, players break
alternatively.
B- The break -
1. The white must be placed anywhere behind the baulk line.
2. 4 balls must hit a cushion unless a ball is potted. Failure
to do this is a foul with a re-rack and 2 shots
to the opposition.
3. If 1 or more object balls are potted from the break, the
player MUST nominate the colour they are taking. Failure to inform the referee
is a foul with 2 shots and an open table to the opposition player.
4. If the player nominates the colour already potted and fails to
make another pot, they stay on that colour.
5. If the player nominates the colour not potted and fails to pot
a ball of that colour with their next shot, it is an open table for the incoming
player. The second player at the table does not have to nominate, but must stay
on the colour of their first legally potted
6. If balls of both colours are potted from the break, the player
must again nominate a colour. If they fail to pot with their second visit, they
still remain on the nominated colour. Failure to nominate is foul, 2 shots and
open table for opponent.
7. If the black is potted from the break, the balls are re-racked
and the same player breaks with no penalty.
FOULS:
1. If the white ball is potted at any time. Penalty is 2 shots,
free table for first visit.
2. If the white ball leaves the table, penalty as in 1 above.
3. At a break, or following ball in hand, playing the white from
in front of the balk line - penalty as in 1 above
4. Potting the black ball before all your colours are potted,
penalty game away.
5. Potting an opponent’s ball - 2 shots, free table for first
visit, cue ball can be moved behind the baulk line if desired.
6. Hitting an opponent’s ball before or instead of your own-
penalty as in 5
7. Striking any other than the cue ball - penalty as in 5
8. Touching any ball with any part of the body, clothing or other
object - penalty as in 5
9. Striking the cue ball with any part of the cue except the tip
- penalty as in 5
10. Failure to hit any ball - penalty as in 5
11. A push shot where the shot is played so slowly that the
referee can see the object, cue ball and cue travelling along at the same time-
penalty as in 5.
12. Failing to make a reasonable attempt to hit your own ball
(e.g., playing away from or finishing in the other half of the table) -penalty
as in 5, plus a first and final warning. If there is a second breach of the rule
- penalty game away.
13. Coaching - if in singles - First and final warning. If a
second breach -penalty as in 5. If a third breach - penalty game away.
14. Playing a shot while not having at least 1 foot on the floor -
penalty as in 5
15. Playing a shot before all balls has come to a stop - penalty
as in 5
16. When the referee calls a touching ball, the player must play
away. Failure to do this - penalty as in 5
Rules Clarification (fouls)
Rule 2 – Ball off the table.
1. Any object ball or the 8 ball (black), shall be returned to the 8 ball spot or as
near as possible to that spot without touching any other ball, in direct line
between that spot and the centre of the baulk line.
2. If the cue ball, then the cue ball to be played from behind the baulk line.
A ball shall be deemed "off the table" if it comes to rest anywhere other than on
the bed of the table.
Rule 4 –
A player pocketing the 8 ball (black) and any other ball on the
same shot will lose the game. Except following a foul when only the 8 ball
(black) and ball(s) of the opponents group are on the table, then with the
first shot of the first visit, the player may legally pocket the 8 ball (black)
as well as ball(s) of the opponent's group by any combination and in any order.
General – Player in control
A player is said to be in control of the table from the time
they hit the cue ball, and up until the opponent does likewise. Any ball(s)
which fall into pockets during this period, (including the 8 ball (black) are
deemed to be potted by the player in control.
Doubles:
All the above fouls plus:
1. Playing out of turn - penalty, 2 shots with free table at
first visit to opponents.
2. Talking between partners is not allowed from the time the
player in control of the table strikes the cue ball until they finish their
visit and leave the table. Penalty as in 1
3. Following a foul, with ball in hand, only the player in
control of the table can touch the white ball. If his/her partner touches the
white - penalty as in 1
Rule amendment – Results cards.
1. Late cards.
If a result card is not handed in on time the home team will be
deducted two points
2. No signature on card.
If a player fails to sign the card then one point will be
deducted from that player’s team. If the player who failed to sign the card won
his / her game then a further point will be deducted and the opposing team will
gain one point. If both players fail to sign the card then the game is void.
3. Wrong signature on card.
Each week all signatures are checked against the player’s
registration signature. If the signature on the card is different from the
signature on the registration sheet then the same penalties as having no
signature will apply. Also the player may be disqualified from the league.
4. Unregistered player.
Any unregistered player playing a game a game incurs the same
penalties as a player with no signature for every game that player plays.
5. Claiming a match.
If the opposing team has not attended the venue you may claim
the match 6-0 and on the night inform the results officer.
All 6 singles and 3 doubles must be signed or the match cannot be
claimed.
